This tutorial was written by me on July 13, 2013.
It was made out of my own creation and any similarity is purely coincidental.
I used PSPx2 but any version would work.

Do not use this tube unless you have a license. 
Scrap Kit:  Girl Time by Amy Marie’s Kits.

Here goes:
Let’s start with the mask layer: 
 New Raster – 800 X 800.
Open PP23.  Open mask and minimize.
SELECTIONS – SELECT ALL – Copy and paste PP23 into selection.  Go to LAYERS –
NEW MASK LAYER – FROM IMAGE – SOURCE LUMINACE - CHECKED – from drop down menu, find Candy's Treats Mask 5 – OK.  Duplicate and merge down. 

Let’s do the frame layer for now: 
Element 24 – C/P and leave in middle of tag.
Grab the magic wand.  Click inside frame.  Open PP20.  Copy paper.
NEW RASTER LAYER - MOVE UNDER FRAME LAYER - PASTE INTO SELECTION - KEEP SELECTED.
Open tube.  C/P CU.  Move to left side of paper layer.
SELECTIONS – INVERT – DELETE – INVERT.
Duplicate tube layer.
ADJUST – BLUR – GAUSSIAN BLUR – RADIUS 25 - OK
Change BLEND MODE of copy of tube layer to HARD LIGHT and go to original tube layer and change BLEND MODE to SCREEN.

Now for some elements:
Element 42 – C/P and move to bottom left UNDER frame layers.  Duplicate and mirror.

Element 115 – C/P and move to top right corner under frame.   Duplicate and mirror.
(see tag for placement) 
Element 19 – C/P and move to top left corner over element 115 but under frame.
(see tag for placement)
Element 18 – C/P and move to top right corner over element 115 but under frame.
(see tag for placement)
Element 80 – C/P and re-size 75%.  Move to top middle of frame.
(see tag for placement)
Element 138 – C/P and move to middle left of frame.  Duplicate and mirror.
(see tag for placement)
Element 41 – C/P and re-size 50%.  Move to bottom left of frame in front of element 138.  Duplicate and mirror.
(see tag for placement)
Element 136 – C/P and move to upper left of frame over element 138 and 41.
(see tag for placement)
Element 110 – C/P and re-size 90%.  Move to bottom middle of frame over element 41.
(see tag for placement)
Element 1 – C/P and move to bottom but a little to the left of tag over element 110.
(see tag for placement)
  
Now the tube layer:
If you are using the same tube as me,
C/P full tube.  Mirror and move to right side of tag. 
Move this layer under elements 110 & 1.

Add drop shadow to layers of your choosing.
I used
V & H 2
Opacity 70
Blur 7
Color Black

 Now you can add name and  © information.  Save as .png and re-size if you wish.
I re-size before I save and add name and © info.
