Scrap Kit: Under Arrest by Rissa's Designs
You can find this kit at The Art Of Tony T Store  HERE
Mask: WSL 116  HERE
Template: Template 178 by Horseplay Pasture  HERE
Font: Badaboom BB Font  HERE

Here goes:

The Template first:
Open template in PSP.  Hold down SHIFT button and tap your “D” key.  Close the original template.  Delete the “Credits” layer with her CR info.
I don't like a white background unless I really need one, so I clear the white background by highlighting the Raster 1layer and go to
EDIT - CLEAR.
Next I changed the canvas size to 800 X 800.  We are gonna do basically the same thing for the following layers, so in an effort to stop repeating myself, here is what you will do for each layer that we change out:
Highlight layer.  SELECTIONS - SELECT ALL - FLOAT - DE FLOAT
Open Paper(s) - C/P - SELECTIONS - INVERT - DELETE - SELECTIONS - SELECT NONE
Delete layer.

So it will go something like this:
You will be changing these layers: 1,2,3,5, and 7.  We will not delete any layers.  We will toggle all the layers by layer link toggle - toggle1 for layers 1,2,3,4, 5 and 6 and tube layers and toggle 2 for 7 and 8 and other tube layers.

Highlight 1.  Using directions above.  Use Paper 6.  Rename it Paper 6 - 1.
Highlight 2.  Same as above.  Use Paper 10.  Rename Paper 10 - 2.
Highlight 3.  Same as above.  Use Paper 8.  Rename Paper 8 - 3.
Highlight 4.  Same as above.  Use Paper 7.  Rename Paper 7 - 5.
Highlight 5.  Same as above.  Use Paper 4.  Rename Paper 4 - 7.
(see tag for placement)
We are gonna use our tube now:
Open tube, C/P and re-size 40%.  Move over Paper 7 - 5 and then duplicate tube.
Highlight the Paper 7 - 5 and go to SELECTIONS - SELECT ALL - FLOAT - DE-FLOAT - SELECTIONS - INVERT, Highlight tube layer, then hit DELETE.  Duplicate tube layer.  On the copy of tube layer:
ADJUST – BLUR – GAUSSIAN BLUR – RADIUS 25 - OK
Change BLEND MODE of copy of tube layer to HARD LIGHT and go to original tube layer and change BLEND MODE to SCREEN.
Do the same for Paper 4 - 7, except mirror the tube.
(see tag for placement)

Now for more elements:
Element 11 - C/P move to the right side of tag.
(see tag for placement)
Element 13 - C/P and re-size 50%.  Free rotate this layer 22º left.  Move to left side of tag.
(see tag for placement)
Element 5 - C/P and move to right side of tag.
(see tag for placement)
Element 12 - C/P and re-size 40%. Free rotate 22º right.  Move to left side of tag over element 13.
(see tag for placement)
Element 30  - C/P and re-size 40%.  Move to bottom left side of tag.
(see tag for placement)
Element 2 - C/P and re-size 40%.  Move to bottom left side of tag.
(see tag for placement)
Element 1 - C/P and re-size 40%.  Move to top left corner of tag.
(see tag for placement)
Element 15 - C/P and re-size 40%.  Move to middle but bit left on tag.
(see tag for placement)
Element 9 - C/P and re-size 40%.  Move to top left side of tag.
(see tag for placement)
Element 27 - C/P and re-size 70%.  Move to bottom right side of tag.
(see tag for placement)

Now for the tube:
If you are using the same tube as me, C/P and re-size by 40%.  Mirror and move tube layer under element 27 layer.  Make sure they are moved over to the right side of tag.

Now for the mask layer:
Open Paper 9 and WSL 116, then minimize.
Highlight very bottom layer.  SELECTIONS - SELECT ALL
Copy and paste Paper 9 into Selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE CHECKED – CHOOSE WSL 116 from the drop down menu – OK.  Duplicate and merge down.  Re-size 105%.

Add drop shadow to layers of your choosing.
I used
V & H 2

Mask: WSL 84  HERE
Template: Template 383 by Millie's PSP Madness  HERE
Font: Affair 1 Font  HERE

I also toggle all layers so that if I feel the need to move them on such a big canvas, I don't mess up the layering.  You can do that by clicking on the LAYER LINK TOGGLE.

You will be changing these layers: 1, 2, 3, 4, 6, 7, 8 and 9.  We will delete 5 and leave 8 and 9 as is.  We will leave 1, 2, 3 and 4 pretty much where it is but have them as toggle 1 and toggle 2 for layers 6 and 8 and toggle 3 for 7 and 9.

Highlight 1.  Using directions above.  Use P12.  Rename it P12 - 1.
Highlight 2.  Same as above.  Use P3.  Rename P3 - 2.
Highlight 3.  Same as above.  Use P8.  Rename P8 - 3.
Highlight 4.  Same as above.  Use P1.  Rename P1 - 5.
(see tag for placement)
I used HUE/SATURATION/LIGHTNESS for layers 6 and 7, using the following setting:

We are gonna use our tube now:
Open tube, choose your favorite version.  C/P and re-size 45%.  Move over layer 6.
Highlight the layer 6 and go to SELECTIONS - SELECT ALL - FLOAT - DE-FLOAT - INVERT, Highlight tube layer, then hit DELETE.  Duplicate tube layer.  On the original tube layer:
ADJUST – BLUR – GAUSSIAN BLUR – RADIUS 25 - OK
Change BLEND MODE of copy of tube layer to HARD LIGHT and go to copy of tube layer and change BLEND MODE to SCREEN.
Do the same for layer 7 but mirror the tube before you delete anything.
Don't forget to toggle the tube layers in case you want to move them all.
(see tag for placement)

Now for more elements:
Element 18 - C/P and move this layer under layer 6.  You can leave this element in middle but move up just a tad.
(see tag for placement)
Element 3 - C/P and re-size 50%.  Move to top right side of tag but on left side of layer 7.  Duplicate and move a bit right and down to right side of layer 6.
(see tag for placement)
Element 26 - C/P and move to upper left side of tag.
(see tag for placement)
Element 11 - C/P and re-size 60%.  Mirror and move to bottom right side of tag.
(see tag for placement)
Element 9 - C/P and re-size 40%.  Move to bottom right side over element 11.
(see tag for placement)
Element 13 - C/P and re-size 35%.  Move to bottom right side in front of element 11 and 9.  Duplicate and move a bit left.
(see tag for placement)
Element 17 - C/P and move to upper left side of tag.
(see tag for placement)
Element 12 - C/P and re-size 75%.  Move to top middle of tag.
(see tag for placement)

Now for the tube:
If you are using the same tube as me, C/P the version your choosing to use.  Re-size by 45%.  Mirror and move tube to bottom left side of tag.

Now for the mask layer:
Open P10 and WSL 84, then minimize.
Highlight very bottom layer.  SELECTIONS - SELECT ALL
Copy and paste P10 into Selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE CHECKED – CHOOSE WSL 84 from the drop down menu – OK.  Duplicate and merge down.  Re-size 120%.

Add drop shadow to layers of your choosing.
