It was made out of my own creation and any similarity is purely
coincidental.
I used PSPx2 but any version would work.

Scrap Kit: Funky Beach by Bibi's Collection
You can find this kit at Scraps And The City HERE
Mask: WSL 59 (Wee Scott Lass) HERE
Template: MPM Template 286 HERE
Font:
Here goes:
The Template first:
Open template in PSP. Hold down
SHIFT button and tap your “D” key. Close
the original template. Delete the “Raster2”
layer with her CR info on it.
I don't like a white background unless I really need one, so I clear the
white background by highlighting the BACKGROUND layer and go to EDIT - CLEAR.
Next
I changed the canvas size to 800 X 800. We are gonna do basically the
same thing for the following layers, so in an effort to stop repeating
myself, here is what you will do for each layer that we change out:
Highlight layer. SELECTIONS - SELECT ALL - FLOAT - DE FLOAT
Open Paper - C/P - SELECTIONS - INVERT - DELETE - SELECTIONS - SELECT
NONE
Delete layer.
So it will go something like this:
You will be changing layers 1, 2, 3, 4, 5 and 6.
For this tag, you can go ahead and delete layers 7, 8, 9, 10 and 11 as well as Raster 1.

Highlight 3. Same as above. Use Paper 5.
Highlight 5. Same as above. Use Paper 3.
Highlight 6. Same as above. Use Paper 2.
For this tag, if you are going to use the same tube as me, use the CU.
Highlight 3 (Paper 5 layer).
SELECTIONS - SELECT ALL - FLOAT - DE FLOAT.
SELECTIONS - SELECT ALL - FLOAT - DE FLOAT.
C/P the CU and move it into place. Re-size 70%.
SELECTIONS - INVERT - DELETE - INVERT.
SELECTIONS - INVERT - DELETE - INVERT.
Duplicate tube layer.
ADJUST – BLUR – GAUSSIAN BLUR – RADIUS 25 - OK
Change BLEND MODE of copy of tube layer to HARD LIGHT and go to original
tube layer and change BLEND MODE to OVERLAY.
Do the same for 4 (Paper 12). Mirror tube layer and re-size 80%.
Highlight 2 (lower Paper layer 12). C/P element 49 and place in middle of that paper layer. Change BLEND MODE to LUMINANCE (L)
Highlight 5 (Paper layer 3). C/P element 48 and re-size 96%. Move into middle of this paper layer. Change BLEND MODE to LUMINANCE (L).
Move 1 (Paper 1 layer) up over, and into the middle of 6 (Paper 2 layer).
