This tutorial was written by me on July 3, 2013.
It was made out of my own creation and any similarity is purely
coincidental.
I used PSPx2 but any version would work.

Here goes:
Lets start with the mask layer:
Open Paper 3.
Hold down
SHIFT button and tap you “D” key. Close Original Paper 3.
Open mask and minimize.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE –
SOURCE LUMINACE CHECKED – from drop down menu, find MB & SW 13 – OK.
Duplicate mask. Merge down.
Duplicate again and free rotate left 90º.
Let’s do the frame layer for now:
Frame – C/P and re-size 80%. Leave
in the middle of tag.
Grab your magic wand. Click in the middle of frame.
SELECTIONS – MODIFY – EXPAND 4 PIXELS.
Open Paper 4. Copy and paste into selection. Keep
selected. C/P CU of tube. Move into position. Duplicate tube
layer.
SELECTIONS – INVERT – DELETE – INVERT.
Change BLEND MODE of copy of tube layer to HARD LIGHT and go to original
tube layer and change BLEND MODE to SCREEN.

Now for some elements:
Bling – C/P and move to bottom left corner of tag. Duplicate and mirror.

Swirl – C/P and move to bottom right corner of tag. Duplicate and mirror.
(see tag for placement)
Disco Ball – C/P and re-size 70%.
Move under frame and tube layers.
Then move it up a bit
(see tag for placement)
City – C/P and re-size 95%. Move under
frame and tube layers. Then move down a
bit.
(see tag for placement)
*hint* - To move those items easier, you may want to hide those tube
layers while you place those items in just the right place. Once you are done moving items, un-hide those
layers.
Card – C/P and re-size 40%. Move
to bottom middle of tag over frame layers.

Lips – C/P and re-size 40%. Move
to upper right side of tag.
(see tag for placement)
Dice – C/P and re-size 50%. Move
to bottom right corner of tag.
(see tag for placement)
Hand – C/P and move to left side of tag.
(see tag for placement)
Money – C/P and re-size 50%. Move
over hand element on left side of tag.
(see tag for placement)
Dollar Sign – C/P and re-size 40%.
Move to middle right side of tag over frame.
(see tag for placement)
Martini – C/P and re-size 50%.
Move to lower left side of tag beside hand.
(see tag for placement)
Now the tube layer:
If you are using the same tube as me, Copy and paste tube and re-size 75%.
Move to far right side of tag.

Add drop shadow to layers of your choosing.
I used
V & H 2
Opacity 70
Blur 7
Color Black
Now you can add name and © information. Save as .png
and re-size if you wish.
I re-size before I save and add name and © info.
