This tutorial was written by me on June 21, 2013.
It was made out of my own creation and any similarity is purely
coincidental.
I used PSPx2 but any version would work.

Here goes:
The mask layer.
Open Paper 6 - Hold down SHIFT key and press the "D" key to
duplicate paper.
Close Paper 6.
LAYERS - NEW MASK LAYER - FROM IMAGE - SOURCE LUMINANCE CHECKED – Masks
By Lise #6 - OK - MERGE GROUP. Duplicate
and mirror.
The Elements:
Sand 2 - C/P and move bottom left of tag. Duplicate and mirror.

Sign – C/P and move to left of tag.
(see tag for placement)
Fence – C/P and move down on tag in front of sign. Duplicate and mirror.
(see tag for placement)
Surfboard Fence – C/P and move down on tag.
(see tag for placement)
Umbrella – C/P and re-size 50%. Move
to left side of tag.
(see tag for placement)
Sun – C/P and re-size 50%. Move
to top right corner of tag.
(see tag for placement)
Surfboard - C/P and move right of tag in front of fence.
(see tag for placement)
Beach Sign - C/P and move right of tag in front of surfboard.
(see tag for placement)
Sandcastle - C/P re-size 40%. Move
to bottom right of tag.
(see tag for placement)
Beach Bag - C/P and re-size 40%. Move to bottom left of tag.
(see tag for placement)
Dog – C/P and re-size 30%. Move
to bottom right of tag.
(see tag for placement)
Boom Box - C/P and re-size 50%. Move
to bottom left side of tag.
(see tag for placement)
Now the tube layer:
Open tube. C/P and move a bit
right in tag.
(see tag for placement)
Add drop shadow to layers of your choosing.
I used
V & H 2
Opacity 70
Blur 7
Color Black
Now you can add name and © information. Save as .png
and re-size if you wish.
I re-size before I save and add name and © info.
