Here goes: 

Start a new image 700 X 700 - Transparent.

The mask layer.

Open Paper5 - Hold down SHIFT key and press the "D" key to duplicate paper. 

Close Paper 5.

Add NEW RASTER LAYER and go to LAYERS -  ARRANGE - SEND TO BOTTOM. 

 LAYERS - NEW MASK LAYER - FROM IMAGE - SOURCE LUMINANCE CHECKED - WSL 221 - OK - MERGE GROUP.  

Duplicate and merge down.

Now for the frame(s).

Open Frame4.  C/P and re-size 60%.

Open Frame1.  C/PT and re-size 55%

Use your magic wand and click inside of frame4.

Add New Raster Layer.

Open paper4.  C/Paste into selection.

Element 20 - C/P under paper layer.  Move down on tag.  Duplicate, mirror and flip.

Element 27 - C/P under paper layer - re-size 50%.  Move to bottom left.  Duplicate and mirror.

Now for the elements.

 Element 46- C/P and re-size 30%.  Move to bottom middle of tag.

Element 24 - C/P and re-size 40%.  Move to left of frame.  Duplicate and mirror.

(see tag for placement)

Element 6 - C/P and re-size 50%.  Move to left of frame.  Free Rotate 60º right.  Duplicate and mirror.

Element 30 - C/P and re-size 50%.  Move to bottom of frame.

(see tag for placement)

Element 21 - C/P and re-size 30%.  Move to bottom left of frame.

(see tag for placement)

Element 26 -  C/P and re-size 20%.  Move to bottom right of frame.

(see tag for placement)

Element 15 - C/P and re-size 30%.  Move to bottom right of tag.

(see tag for placement).

Element 19 - C/P and re-size 25% Move to middle left of tag.  Duplicate and mirror.

(see tag for placement)

Now for the Tube Layer.

Open tube.  C/P and re-size 40%. Move over Element 6 layer.  Duplicate tube and move copy over Paper 5 layer. 

Highlight Frame4 layer and use your magic wand on the inside of frame.

Move to copy of tube layer.  SELECTIONS - INVERT - DELETE - SELECTIONS NONE.

Highlight Frame1 layer and use magic wand again on inside of frame.  SELECTIONS - INVERT - Highlight original tube layer and use your eraser tool to erase any part of tube that is over the frame layer.  SELECTIONS - SELECT NONE.

Blur 7

Color Black

 Now you can add name and  © information.  Save as .PNG and resize if you wish.

I resize before I save and add name and © info.
