Here goes:  

The mask layer.

Open PP6 - Hold down SHIFT key and press the "D" key to duplicate paper. 

Close PP012.

Add NEW RASTER LAYER and go to LAYERS -  ARRANGE - SEND TO BOTTOM. 

Highlight paper layer.

 LAYERS - NEW MASK LAYER - FROM IMAGE - SOURCE LUMINANCE CHECKED - WSL277 - OK - MERGE GROUP.

  

Now for the elements.

 Element 75- C/P and move to the left of tag.  Duplicate and mirror

Element 76 - C/P and move right of tag.  Duplicate and mirror

(see tag for placement)

Element 2- C/P and move up a little bit on tag.

(see tag for placement) 

Element 7 - C/P and re-size 70%.  Move to upper right of tag over Element 2.  Duplicate and mirror.

Element 40 - C/P and re-size 50%.  Move to left of tag.  Duplicate and mirror.

Element 41 - C/P and move to left side of tag.

Element 113 -  C/P and re-size 30% and move down and right on tag.

(see tag for placement)

Element 39 - C/P and re-size 50%.  Move to bottom middle of tag.

(see tag for placement).

Element 95 - C/P and re-size 20%.  Move down and over Element 39.

(see tag for placement)

Element 33 - C/P and re-size 25%.  Move to right over Element 34.

(see tag for placement)

Element 101 - C/P and re-size 30%.  Move Move down and over Element 39.

Element 90 - C/P and re-size 70%.  Move to upper right of tag over Element 7.  Duplicate and mirror.

Element 88 - C/P and move up on tag.

Now for the Tube Layer.

Open tube.  If you are using the same tube, C/P and move under Element 2 layer.  Grab the magic wand tool and select the inside of Element 2.  SELECTIONS - MODIFY - EXPAND 8 PIXELS - SELECTIONS - INVERT - DELETE.

 Now you can add name and  © information.  Save as .png and re-size if you wish.

I re-size before I save and add name and © info.
