Here goes:  

The mask layer.

Open PP29 - Hold down SHIFT key and press the "D" key to duplicate paper. 

Close PP29.

Add NEW RASTER LAYER and go to LAYERS -  ARRANGE - SEND TO BOTTOM. 

Highlight paper layer.

 LAYERS - NEW MASK LAYER - FROM IMAGE - SOURCE LUMINANCE CHECKED - WSL221 - OK - MERGE GROUP.  Duplicate and merge down.

 Open PP7.  Copy and paste as new layer.  Open Element 10.

LAYERS - NEW MASK LAYER - FROM IMAGE - SOURCE LUMINANCE CHECKED - 10 - OK - MERGE GROUP.  Duplicate and merge down.

  

Now for the elements.

 Element 22- C/P and move to the top left of tag.  Duplicate and mirror

Element 15 - C/P and move to top left of tag.  Duplicate and mirror

(see tag for placement)

Element 43- C/P and move up a little bit on tag.

Frame and tube layers:

Grab magic wand selection tool.  Click on inside of frame.

SELECTIONS - MODIFY - EXPAND 4 PIXELS - keep selected.  

Open PP29 again. C/P into selection.

Open tube.  Choose version you like, C/P over PP29 layer and re-size 60%.  Move into position (see tag for my placement).   Duplicate tube, move copy layer under frame.  SELECTION - INVERT - DELETE - SELECT NONE.

Highlight the frame layer again.  Grab magic wand tool and click inside frame.  SELECTIONS - INVERT.  Grab the eraser tool and erase bottom part of tube that hangs over frame.  Leave top part over frame.

Back to Elements:

Element 64 - C/P and re-size 40%.  Move to upper right of tag under frame layer.  Duplicate and move to middle left side of tag.

Element 33 - C/P and re-size 70%.  Move to bottom right of tag.  Duplicate and mirror.

(see tag for placement)

Element 70 - C/P and re-size 70%.  Move to left side of tag.  Duplicate and mirror.

Element 103 -  C/P and re-size 70% and move to bottom middle of tag.

(see tag for placement)

Element 87 - C/P and move to bottom left of tag.

(see tag for placement).

Element 14 - C/P and re-size 70%.  Move to bottom right of tag.

Blur 7

Color Black

 Now you can add name and  © information.  Save as .png and re-size if you wish.

I re-size before I save and add name and © info.
