This tutorial was written by me on August 23, 2013.
It was made out of my own creation and any similarity is purely coincidental.
I used PSPx2 but any version will do.

Here goes:
Let’s start
with the mask layer:
New Raster – 800 X 800.
Open PP8. Open mask and minimize.
SELECTIONS – SELECT ALL – Copy and paste Paper 14 into selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE - CHECKED – from menu, find UFmask20 – OK.

Element 9– C/P and re-size 50%. Move to top right corner. Move under element 59 copy layer.

New Raster – 800 X 800.
Open PP8. Open mask and minimize.
SELECTIONS – SELECT ALL – Copy and paste Paper 14 into selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE - CHECKED – from menu, find UFmask20 – OK.
Now for some elements:
Element 39 – C/P and re-size 70%. Move to top left corner.

Element 38 – C/P and move to top right corner.

Element 59 – C/P and move to top left corner. Duplicate and mirror.(see tag for placement)

Element 9– C/P and re-size 50%. Move to top right corner. Move under element 59 copy layer.

Let’s do the frame layer now:
Element 49 – C/P and move down to just about the bottom.
Grab your magic wand. Click in the middle of frame.
SELECTIONS – MODIFY – EXPAND 8 PIXELS.
New Raster Layer. Move under frame layer. Open PP1.
Copy and paste into selection.
Element 1 - C/P and move to middle of frame. Change BLEND MODE to LUMINANCE (L).
Element 49 – C/P and move down to just about the bottom.
Grab your magic wand. Click in the middle of frame.
SELECTIONS – MODIFY – EXPAND 8 PIXELS.
New Raster Layer. Move under frame layer. Open PP1.
Copy and paste into selection.
Element 1 - C/P and move to middle of frame. Change BLEND MODE to LUMINANCE (L).
Element 100 - C/P and move over element 1 a little. Change BLEND MODE to LUMINANCE (L).
Element 33 - C/P and move to top right corner of frame.

Now for some more elements:
Element 47 – C/P and leave over frame.

Element 19 – C/P and move to right side of frame. Duplicate and mirror.

Element 95 – C/P and move to right side of frame in front of element 19.

Element 31– C/P and re-size 70%. Move to bottom right side of frame. Duplicate and mirror.

Element 92 – C/P and re-size 60%. Move to bottom middle of frame.

Element 31– C/P and re-size 70%. Move to bottom right side of frame. Duplicate and mirror.

Element 92 – C/P and re-size 60%. Move to bottom middle of frame.

C/P and re-size 70%. Move to left side of frame.

Element 56 – C/P and mirror and move over tube layer.

Element 114 – C/P and move to bottom left corner over all layers. Duplicate and mirror.

Add drop shadow to layers of your choosing.

V & H 2
Opacity 70
Blur 7
Color Black
Now you can add name
and © information. Save as .png and re-size if you wish.
I re-size before I save and add
name and © info.
