This tutorial was written by me on October 2, 2013.
It was made out of my own creation and any similarity is purely coincidental.
I used PSPx2 but any version will do.

Here goes:

Let’s start with the mask layer: 
New Raster – 800 X 800.
Open PP3.  Open mask and minimize.
SELECTIONS – SELECT ALL – Copy and paste PP3 into selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE - CHECKED – from menu, find WSL 84 – OK.  Duplicate and merge down.
New Raster Layer.  Open PP11.  Copy and paste PP11 into selection.  Go to LAYERS - NEW MASK LAYER - FROM IMAGE - SOURCE LUMINANCE CHECKED - from menu, find WSL 84 - OK.  Duplicate and merge down.  Re-size 120%.

Gonna do a few elements right now:
Element 12 - C/P and move to upper left side of tag.  Duplicate and mirror.

Element 10 - C/P and re-size 90%. Move to top right corner of tag over mask layers.  Duplicate and mirror.

Element 11 - C/P and leave in middle but move up near top of tag.

Let’s do the frame layer now: 
Element 18 – C/P and leave it where it lands
Grab your magic wand.  Click in the middle of element. SELECTIONS – MODIFY – EXPAND 8 PIXELS. New Raster Layer.  Move under frame layer.  Open PP7. Copy and paste into selection.

Now for some more elements after frame layers:

Element 4 – C/P and re-size 80%.  Move to right side of tag.  Duplicate and mirror.

Element 14– C/P and re-size 80%.  Move to bottom of PP7.  Duplicate and flip.

Now we will place the tube layer: 
If you are using the same tube as me, grab it now.  C/P and move into middle of frame.  Make sure it is over element(s) 4 & 14.  Duplicate your tube and move the copy under element 18.  Grab your magic wand.  Click in the middle of frame again.  SELECTIONS – MODIFY – EXPAND 8 PIXELS - SELECTIONS - INVERT, go to tube layer, DELETE - SELECTION NONE.  Go back to frame layer.  Grab your magic wand and click in the middle of frame again.  SELECTION INVERT and go up to your original tube layer and snag your eraser tool.  Erase the bottom part of tube that is hanging over frame.  SELECTIONS - SELECT NONE.

Now for some more elements:
Element 20 – C/P and move to bottom in front of element 18 layer.

Element 5 - C/P and re-size 50%.  Move to top left corner of element 18.  Free rotate 40º left.

Element 22 - C/P and re-size 40%.  Move to top right corner of element 18.
(see tag for placement) 
Element 27 – C/P and re-size 50%.  Move to bottom right side of element 18.  Duplicate and mirror.

Element 28 - C/P and re-size 30%.  Move to bottom left side of element 18.  Duplicate and mirror.
(see tag for placement)
Element 17 - C/P and re-size 30%.  Move to bottom middle of tag over element 20 layer.
(see tag for placement)
Element 19 - C/P and re-size 50%.  Move to bottom but a little left of middle of tag.
(see tag for placement)
Element 15 - C/P and re-size 30%.  Mirror and move to bottom but a little right of middle of tag.
(see tag for placement)


Add drop shadow to layers of your choosing.
I used
V & H 2
Opacity 70
Blur 7
Color Black

 Now you can add name and  © information.  Save as .png and re-size if you wish.
I re-size before I save and add name and © info.
