This tutorial was written by me on October 9, 2013.
It was made out of my own creation and any similarity is purely coincidental.
I used PSPx2 but any version will do.

Here goes:
Let’s start
with the mask layer:
New Raster – 800 X 800.
Open Paper4. Open mask and minimize.
SELECTIONS – SELECT ALL – Copy and paste Paper4 into selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE - CHECKED – from menu, find WSL 116 – OK. Duplicate and merge down.
Gonna do a few elements right now:
Wordbacking - C/P and leave in middle of tag. I felt the need to change the color of this. So I went to ADJUST - HUE & SATURATION - HUE/SATURATION/LIGHTNESS and used these settings:

Snow - C/P and move to top left side of tag. Duplicate and mirror.

Snowflake3 - C/P and re-size 50%. Move to top left corner of tag.
(see tag for placement)
Snowflake1 - C/P and re-size 50%. Move to top right corner of tag.
(see tag for placement)
Fence - C/P and move down to bottom.
(see tag for placement)
Snowground - C/P and move to bottom of fence.
(see tag for placement)
Element 32 - C/P and move to upper left side. Duplicate and mirror.

Tree2 - C/P and move to bottom left side of tag. Duplicate and mirror.
(see tag for placement)
Element 38 - C/P and move to bottom left side of tag. Duplicate and mirror.

And now for the frame layer: Frame3 – C/P and move to upper middle part of frame.
New Raster – 800 X 800.
Open Paper4. Open mask and minimize.

And now for the frame layer: Frame3 – C/P and move to upper middle part of frame.

Element 17 - C/P and move to bottom part of frame. Duplicate and mirror.

Deer - C/P and move to top of frame.

If you are using the same tube as me, grab the full version. C/P and move to bottom of frame so it looks like she is sitting on the bottom of it.

Now for some more elements:
Candle - C/P and re-size 65%. Move to bottom right corner of tag. Duplicate and mirror.

Bunny - C/P and re-size 50%. Move to bottom right corner in front of candle layer. Duplicate and mirror.

Snowword1 - C/P and move to bottom middle of tag.
(see tag for placement)
Element 17 - C/P and move to bottom part of frame. Duplicate and mirror.

Deer - C/P and move to top of frame.

choosing.

Now you can add name
and © information. Save as .png and re-size if you wish.
I re-size before I save and add
name and © info.
