This tutorial was written by me on October 10, 2013.
It was made out of my own creation and any similarity is purely coincidental.
I used PSPx2 but any version will do.

Here goes:

This time we are gonna do things a bit different
We are gonna start with the background layer:
 
So this is what I did.  I grabbed the PP6 paper.  C/Paste into selection.
 Element 85 - C/P and move to top left corner.  Duplicate and move down to just below the first layer.  Duplicate two more times and move down so this word art is covering but stays on the paper.

Element 34 - C/P and move to bottom left side of tag.  Duplicate and mirror.

Now for the frame:
Element 92 - C/P and move a little up and a little leftDuplicate your paper layer.  Move that copy layer up under the frame layer.  Highlight your frame layer now.  Grab your magic wand.  Click in the middle of the frame layer.  Go to SELECTIONS - MODIFY - EXPAND 8 PIXELS - INVERT.  Highlight copy of paper layer.  Hit your DELETE button.  Keep selected.  Now grab the tube you are using.  If you are using the same one as me, mirror her.  C/P and re-size 50%.  Move over copy of paper layer.  Move her into position
SELECTIONS - INVERT - DELETE - SELECTIONS - INVERT.
Duplicate the tube layer.  ADJUST – BLUR – GAUSSIAN BLUR – RADIUS 25 - OK
Change BLEND MODE of copy of tube layer to HARD LIGHT and go to original tube layer and change BLEND MODE to OVERLAY.

Lets do some more elements now:
Element 11 - C/P and move to bottom left side of frame.  Duplicate and mirror.  Move element beside original element.

Element 94 - C/P and re-size 70%.  Move to bottom left side of tag.

Element 60 - C/P and re-size 50%.  Move to bottom left side in front of element 94.
(see tag for placement)
Element 58 - C/P and re-size 50%.  Move to bottom left side of tag.  Duplicate and mirror.  Move copy to other side of element 60.

Element 105 - C/P and re-size 40%.  Move to bottom left side of tag.  Duplicate and mirror.  Move copy to other side of copy of element 58.

Element 113 - C/P and re-size 30%.  Move over element 60.  Make element look like it is hanging over element 60 by erasing top part of that element.

Element 102 - C/P and re-size 45%.  Move left but to the right of element 60.

Element 98 - C/P and re-size 30%.  Move over left side of frame.  Free rotate 20º left.

  Element 101 - C/P and re-size 20%.  Move to bottom left side of tag beside element 60.

Element 99 - C/P and re-size 20%.  Move to bottom left side of tag beside element 101.

OK, so this is where things might get a bit complicated:
The easiest thing to to here would be to merge visible.  Then you could duplicate that layer.  Re-size the copy by 90%.  On the original layer, go to ADJUST - BLUR - RADIAL BLUR and use the following settings:

  
Then once you have that done, go to EFFECTS - PLUGINS - AAA FRAMES and use the following settings:


Now go back to copy of merged layer.  Do a drop shadow.  I did my usual.
 
V & H 2
Opacity 70
Blur 7
Color Black
And then I did it again only changed the V& H to -2.

I then opened Element 10.  C/P and re-size 70%.  Move to upper left corner of tag.  Duplicate and mirror.

Now for the tube(s):
If you are using the same tube as me, C/P the tube and re-size 60%.  Move to lower right side of tag.

Add drop shadow to layers of your choosing.
I used: 
V & H 2
Opacity 70
Blur 7
Color Black

 Now you can add name and  © information.  Save as .png and re-size if you wish.

I re-size before I save and add name and © info.
