Mask: WSL 222  HERE
Font: Margarita HERE

Here goes: 
Start a new image 700 X 700 - Transparent.
Open Frame 5.  C/P and resize 65%.
Use your magic wand and click inside frame.
 SELECTIONS - MODIFY - EXPAND 8
Choose paper.  I used Paper 2.
NEW RASTER LAYER - C/Paste into selection.  Move under frame layer.
C/P Tube under frame but over paper layer.
SELECTION - INVERT - DELETE - SELECTION - INVERT
Duplicate tube layer.  ADJUST - BLUR - GAUSSIAN BLUR - 25.00
BLEND MODE - HARD LIGHT
Highlight original tube layer.  BLEND MODE - BURN
SELECTIONS - SELECT NONE.

Now for the elements.
We will be using these elements.
Highlight frame layer.
Element 48 - C/P and resize 70%.  Move to right side of frame.  Duplicate and mirror.
Element 15 - C/P and resize 40% and flip.  Move to bottom right.  Duplicate and mirror.
Element  40 - C/P and resize 25%.  Move to right side.  Duplicate and mirror.  move closer to Element 15
Element 20 - C/P and resize 25%, move to bottom of frame.
Element 16 - C/P and resize 50% and move to upper right side of flowers.
Element 66- C/P and resize 50%.  Move below paper layer.
Element 60 - Resize 60%.  Duplicate - mirror - merge down.  LAYERS - SEND TO BOTTOM - LAYERS MOVE UP.
Element 59 - C/P resize 40% and move to the right.  (see tag for placement)
Element 61 - C/P resize 35% and move left. (see tag for placement.)
Element 27 - C/P - resize 70% and mirror.  Move to right side and duplicate and mirror.  (see tag for placement)
Element 23 - C/P and resize 70%.  Move to bottom of tag and duplicate, Mirror and merge down.  LAYERS - SEND TO BOTTOM - LAYERS MOVE UP. Duplicate again and flip.
Element 8 - C/P and resize 25% and move to left side of tag, top layer.  Mirror and move to upper left side.
Element 50  - C/P leave in middle.
Add Tube.  I resized mine 20% - Move to left, duplicate and mirror.

Add drop shadow to all layers.
I used
V & H 2
Opacity 70
Blur 7
Color Black

Now, the mask layer.
Highlight very bottom layer.
Copy paper11
SELECTIONS - SELECT ALL - NEW RASTER LAYER - PASTE INTO SELECTION - SELECTION NONE
LAYERS - NEW MASK LAYER - FROM IMAGE - SOURCE LUMINANCE CHECKED - MC_MASK14 - OK - MERGE GROUP
(if mask is not dark enough for you, you can duplicate it and then merge down, which I did here)

 Now you can add name and  © information.  Save as .PNG and resize if you wish.  I resize before I save and add name and © info.
