This tutorial was written by me on December 11, 2013.
It was made out of my own creation and any similarity is purely coincidental.
I used PSPx2 but any version will do.

Here goes:
New Raster – 800 X 800.
Open P 6. Open mask and minimize.
SELECTIONS – SELECT ALL – Copy and paste P 6 into selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE - CHECKED – from menu, find WSL 84 – OK. Duplicate and merge down. Re-size 115%.
Now for the frame:
Element 4 - C/P and move up just a little. Make sure it is the highlighted layer. Grab your magic wand. Click in the middle of the frame layer.
Go to SELECTIONS - MODIFY - EXPAND 8 PIXELS - INVERT.
Open New Raster Layer. C/Paste into selection P 5. Keep selected.
Now grab the tube you are using. If you are using the same one as me, Mirror tube and grab it now. C/P and move her into position.
SELECTIONS - INVERT - DELETE - SELECTIONS - INVERT.
Duplicate the tube layer.
ADJUST – BLUR – GAUSSIAN BLUR – RADIUS 25 - OK.
Change BLEND MODE of copy of tube layer to HARD LIGHT and change the original tube layer to LUMINANCE (L).

Lets do some elements now:
Element 27 - C/P and move to top left corner of tag under frame layer. Duplicate and mirror, then flip.

Element 1 - C/P and move to top right corner of tag under frame layer. Duplicate and mirror, then flip.
(see tag for placement)
Element 9 - C/P and move to bottom left corner of tag in front of frame. Duplicate and mirror.
(see tag for placement)
Element 28 - C/P and move to bottom left corner of tag beside element 9. Duplicate and mirror.
(see tag for placement)
Element 10 - C/P and move to upper right side of tag. Duplicate and mirror.
(see tag for placement)
Element 18 - C/P and move to upper left side of tag over element 10. Duplicate and mirror.
(see tag for placement)
Element 29 - C/P and move to right side of tag over element 10. Duplicate and mirror.
(see tag for placement)
Element 19 - C/P and re-size 80%. Move to bottom left corner of tag.
(see tag for placement)
Element 5 - C/P and re-size 50%. Move to bottom left side of tag.
(see tag for placement)
Element 6 - C/P and move to bottom middle of tag in front of element 5.

Now for the tube(s):
If you are using the same tube as me, C/P and re-size 55%. Move to bottom of tag.

Add drop shadow to layers of your choosing.
I used:
V & H 2
Opacity 70
Blur 7
Color Black
Now you can add name and © information. Save as .png and re-size if you wish.
I re-size before I save and add
name and © info.

Mask: WSL 116 HERE
Font: Font In A Red Suit Font HERE
Here goes:
New Raster – 800 X 800.
Open P04. Open mask and minimize.
SELECTIONS – SELECT ALL – Copy and paste P04 into selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE - CHECKED – from menu, find WSL 116 – OK.
SELECTIONS – SELECT ALL – Copy and paste P04 into selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE - CHECKED – from menu, find WSL 116 – OK.
Now for the frame:
Frame01 - C/P and re-size 70%. Make sure your frame layer is highlighted. Grab your magic wand. Click in the middle of the frame.
Go to SELECTIONS - MODIFY - EXPAND 8 PIXELS - INVERT.
C/Paste into selection P08.
Grab Snowflake - C/P and re-size 70%. Move over P08 layer.
Grab Tree - C/P and re-size 70%. Move over Snowflake.

Lets do some more elements now:
Branch - C/P and move this layer under Frame01 layers and move to top left side of tag.

Dec03 - C/P and move this layer under Frame01 layers. Move this over the Branch layer on the top left corner of tag.
(see tag for placement)
Frame02 - C/P and move behind Frame01 layer. Grab your magic wand and do the same thing you did with Frame01 but use P01.

Ribbon - C/P and move this layer over Frame01 layer. Put it on the right corner of frame. Duplicate and mirror. Move ribbon onto left corner of frame.

Christmasbells - C/P and re-size 40%. Move to top middle of Frame01.
(see tag for placement)
Candystick - C/P and re-size 70%. Move to left side of Frame01. Duplicate and mirror. Move to right side of frame.
(see tag for placement)
Flower01 - C/P and re-size 35%. Move to bottom left corner of Frame01. Duplicate and mirror. Move to right corner of frame.
(see tag for placement)
Shoe - C/P and re-size 40%. Move to bottom middle of tag.
(see tag for placement)
Boxofpearls - C/P and re-size 50%. Move to bottom middle but a bit right on tag.
(see tag for placement)
Lipstick - C/P and re-size 30%. Move to bottom right side of tag.
(see tag for placement)
Strawberryshake - C/P and re-size 70%. Move to bottom right side of tag.
(see tag for placement)
Cupcake - C/P and re-size 30%. Move to bottom right side of tag in front of Strawberryshake.
(see tag for placement)
Lips02 - C/P and re-size 15%. Move to bottom left side over tube layer.
(see tag for placement)
Now for the tube(s):
If you are using the same tube as me, C/P the full size of tube and re-size 50%. Move to the bottom left side of tag.

Add drop shadow to layers of your choosing.
