It was made out of my own creation and any similarity is purely coincidental.
I used PSP X2 but any version will do.

Scrap Kit: Dark Fairy by Amy Marie's Kits
This kit can be found at Amy Marie's Kits Store. HERE
Mask: Moonbeams and Spiderwebs Mask 14 HERE
Here goes:
New Raster – 800 X 800.
Open PP - A. Open mask (MB & SW 14) and minimize.
SELECTIONS – SELECT ALL – Copy and paste PP - A into selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE - CHECKED – from menu, find MB & SW 14 – OK. Duplicate and merge down. Re-size 105%.
Lets do some elements now:
Element 99 - C/P and move to top left corner of tag.
(see tag for placement)
Element 13 - C/P and move to top middle of tag.
(see tag for placement)
Element 87 - C/P and move to middle left side of tag. Duplicate and mirror.
(see tag for placement)
Element 94 - C/P and move to lower left side of tag. Duplicate and mirror.
(see tag for placement)
Element 34 - C/P and move up but leave in middle of tag.
(see tag for placement)
Element 77 - C/P and re-size 85%. Move to middle of tag.
(see tag for placement)
Element 51 - C/P and re-size 85%. Move to middle right side of tag. Duplicate and mirror.
(see tag for placement)
Element 78 - C/P and move to lower left side of tag in front of element 51. Duplicate and mirror.
(see tag for placement)
Element 42 - C/P and move to lower right side of tag in front of element 78. Duplicate and mirror.
(see tag for placement)
Element 22 - C/P and re-size 75%. Move to bottom right side of tag.
(see tag for placement)
Element 125 - C/P and re-size 85%. Move to middle left side of tag.
(see tag for placement)
Element 7 - C/P and move over element 125 on left side of tag.
(see tag for placement)
Element 98 - C/P and move to top left corner of tag. Duplicate and mirror.
(see tag for placement)
Now for the tube(s):
If you are using the same tags as me, grab it now. C/P and re-size 40%. Move her to right side of tag over element 22.
I used:
V & H 2
Opacity 70
Blur 7
Color Black
Now you can add name and © information. Save as .png and re-size if you wish.
Save and add
name and © info.

Here goes:
Let’s start
with the mask layer:
New Raster – 800 X 800.
Open Paper 1. Open mask and minimize.
SELECTIONS – SELECT ALL – Copy and paste Paper 1 into selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE - CHECKED – from menu, find WSL 84 – OK. Duplicate and merge down. Re-size 115%.
Gonna do a few elements right now:
Moon - C/P and re-size 80%. Move up and to the left just a little

Puddle - C/P and move to bottom right of tag.
(see tag for placement)
Tree - C/P and move to upper right side of tag.
(see tag for placement)
Vine - C/P and bottom left side of tag.
(see tag for placement)
Grass - C/P and re-size 50%. Move to bottom left side in front of Vine.
(see tag for placement)
Hill - C/P and move to bottom left side of tag in front of grass and vine.
(see tag for placement)
Rocks - C/P and move to bottom left corner of tag in front of grass vine and hill.
(see tag for placement)
Rainbow - C/P and move to top left corner of tag. Change blend mode to SOFT LIGHT.
(see tag for placement)
Let’s do the frame layer now:
Frame 1 – C/P and re-size 75%. Move down and to the right.
New Raster – 800 X 800.
Open Paper 1. Open mask and minimize.
SELECTIONS – SELECT ALL – Copy and paste Paper 1 into selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE - CHECKED – from menu, find WSL 84 – OK. Duplicate and merge down. Re-size 115%.

Rainbow - C/P and move to top left corner of tag. Change blend mode to SOFT LIGHT.

Frame 1 – C/P and re-size 75%. Move down and to the right.
Grab your magic wand. Click
in the middle of element.
SELECTIONS – MODIFY – EXPAND 8 PIXELS.
New Raster Layer. Move under frame layer. Open Paper 6.
Copy and paste into
selection. Keep selected.
If you are using the same tube as me, grab the version you want.
C/P and move it into position.
Go to SELECTIONS - INVERT - DELETE - SELECTIONS - INVERT. Duplicate the tube layer. ADJUST – BLUR – GAUSSIAN BLUR – RADIUS 25 - OK
Change BLEND MODE of copy of tube layer to HARD LIGHT and go to original tube layer and change BLEND MODE to SCREEN.

If you are using the same tube as me, grab the version you want.
C/P and move it into position.
Go to SELECTIONS - INVERT - DELETE - SELECTIONS - INVERT. Duplicate the tube layer. ADJUST – BLUR – GAUSSIAN BLUR – RADIUS 25 - OK
Change BLEND MODE of copy of tube layer to HARD LIGHT and go to original tube layer and change BLEND MODE to SCREEN.

Now for some more elements after frame layers:
Bow – C/P and move to bottom middle of frame.
Bow – C/P and move to bottom middle of frame.

Butterflies – C/P and move to lower left side of tag.
Butterflies – C/P and move to lower left side of tag.
(see tag for placement)
Hat – C/P and re-size 35%. Mirror and move to top right corner of frame.
(see tag for placement)
I have placed the tube layer here:
If you are using the same tube as me, grab the version you like of it now. C/P and re-size 40%. Move to left side of tag.

Scatter – C/P and move on top of all layers. Duplicate and mirror then flip.
(see tag for placement)
Add drop shadow to layers of your
choosing.
I used

Opacity 70
Blur 7
Color Black
Now you can add name
and © information. Save as .png and re-size if you wish.
I re-size before I save and add
name and © info.

Here goes:
The mask layer.
Open Paper 10 - Hold down SHIFT key and press the "D" key to
duplicate paper.
Close Paper 10. Re-size to 800 X
800.
LAYERS - NEW MASK LAYER - FROM IMAGE - SOURCE LUMINANCE CHECKED – Masks
By Lise #7 - OK - MERGE GROUP. Duplicate
and merge down.
The Elements:
Element 47 – C/P and re-size 80%.
Move to right of tag.

Element 103 – C/P and move up and to the left of tag.
(see tag for placement)
Element 92 – Go to your SELECTION TOOL.
Select an area on the bottom of the tag, like in my example here:
New raster layer. Copy and paste
into selection.

Element 6 – C/P and move down and a little to the right side of tag.
(see tag for placement)
Element 62 – C/P and re-size 30%.
Move to middle right side of tag.
(see tag for placement)
Element 61 – C/P and re-size 35%.
Move to right side of tag.
(see tag for placement)
Element 98 – C/P and move a little up on tag.
(see tag for placement)
Element 70 - C/P and re-size 40%.
Move left side of tag over element 98.
(see tag for placement)
Element 37 - C/P and re-size 40%.
Move left side of tag.
(see tag for placement)
Element 59 - C/P and re-size 60%.
Move to left side of tag.
(see tag for placement)
Element 30 - C/P and re-size 20%. Move to left side of tag.
(see tag for placement)
Element 8 – C/P and re-size 35%.
Move to bottom left side of tag.
(see tag for placement)
Element 21 – C/P and move a little to the right of tag. Reduce opacity to 57.
(see tag for placement)
Element 84 – C/P and re-size 40%.
Move top right side of tag over Element 47.
(see tag for placement)
Now the tube layer:
Open tube. C/P and re-size 65%. Move to lower middle of tag.
(see tag for placement)
Add drop shadow to layers of your choosing.
