This tutorial was written by me on September 2, 2013.
It was made out of my own creation and any similarity is purely coincidental.
I used PSPx2 but any version will do.

Mask: WSL 84 HERE

Here goes:
Let’s start
with the mask layer:
New Raster – 800 X 800.
Open PP1. Open mask and minimize.
SELECTIONS – SELECT ALL – Copy and paste PP1 into selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE - CHECKED – from menu, find WSL 84 – OK. Duplicate and merge down. Re-size 120%.
Let’s do the frame layer now:
New Raster – 800 X 800.
Open PP1. Open mask and minimize.
SELECTIONS – SELECT ALL – Copy and paste PP1 into selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE - CHECKED – from menu, find WSL 84 – OK. Duplicate and merge down. Re-size 120%.
Let’s do the frame layer now:
Element 11 – C/P and leave where it is.
Grab your magic wand. Click in the middle of element. SELECTIONS – MODIFY – EXPAND 8 PIXELS. New Raster Layer. Move under frame layer. Open PP6. Copy and paste into selection. Keep selected.
If you are using the same tube as me, grab the version you want. C/P and move it into position. Re-size 80%.
SELECTIONS - INVERT - DELETE - SELECTIONS - INVERT. Duplicate the tube layer. ADJUST – BLUR – GAUSSIAN BLUR – RADIUS 25 - OK
Change BLEND MODE of copy of tube layer to HARD LIGHT and go to original tube layer and change BLEND MODE to OVERLAY.

Grab your magic wand. Click in the middle of element. SELECTIONS – MODIFY – EXPAND 8 PIXELS. New Raster Layer. Move under frame layer. Open PP6. Copy and paste into selection. Keep selected.

SELECTIONS - INVERT - DELETE - SELECTIONS - INVERT. Duplicate the tube layer. ADJUST – BLUR – GAUSSIAN BLUR – RADIUS 25 - OK

Now for some elements:
Element 34 – C/P and move under frame elements to top left corner of element 11 (frame). Duplicate and mirror, then flip.

Element 60 – C/P and move this to bottom left corner of element 11.

Element 60 – C/P and move this to bottom left corner of element 11.
(see tag for placement)
Element 30 – C/P and re-size 50%. Mirror and move to top left corner over element 11 layer.

Element 5 – C/P and move to top right corner corner of tag over element 11.

Element 14 - C/P and move to top right side of element 11.

Element 14 - C/P and move to top right side of element 11.

Element 23 – C/P and re-size 50%. Move to bottom left corner over element 14.

Element 17 – C/P and re-size 50%. Move to bottom left side of element 11. Duplicate and move to side of element 11.

Element 36 – C/P and re-size 50%. Move to very left corner of element 11 over element 17 and copy of element 17 layers.

Element 17 – C/P and re-size 50%. Move to bottom left side of element 11. Duplicate and move to side of element 11.

Add drop shadow to layers of your
choosing.

Opacity 70
Blur 7
Color Black
Now you can add name
and © information. Save as .png and re-size if you wish.
I re-size before I save and add
name and © info.

Let’s start

Element 32 – C/P and free rotate 90ยบ left. Move over left side of element 93. Duplicate and mirror.

Element 45 – C/P and move to top left corner of tag. Duplicate and mirror.

SELECTIONS – MODIFY – EXPAND 6 PIXELS.
New Raster Layer. Move under frame layer. Open PP15.
Copy and paste into selection.
SELECTIONS - INVERT - DELETE - INVERT.
Grab selected version of tube. C/P and move into position. Duplicate tube and move under frame layers.
SELECTIONS - INVERT - DELETE - INVERT.
Move up to original tube layer. Erase lower part of tube outside of frames.

SELECTIONS – MODIFY – EXPAND 6 PIXELS.
New Raster Layer. Move under frame layer. Open PP15.
Copy and paste into selection.
SELECTIONS - INVERT - DELETE - INVERT.
Grab selected version of tube. C/P and move into position. Duplicate tube and move under frame layers.
SELECTIONS - INVERT - DELETE - INVERT.
Move up to original tube layer. Erase lower part of tube outside of frames.

More Elements:
Element 18, 19, 20 – C/P and re-size 40%. Move to left side over frame. Merge down these three layers. Duplicate and mirror.

Element 101 – C/P and re-size 50%. Move to left side over flowers. Duplicate and mirror.

Element 35 – C/P and move to bottom middle of frames.
(see tag for placement)
Element 11 – C/P and move to bottom in front of element 35.

Element 17 – C/P and move to very bottom middle

Element 100 - C/P and move to bottom left side. Duplicate and mirror.
