This tutorial was written by me on October 5, 2013.
It was made out of my own creation and any similarity is purely coincidental.
I used PSPx2 but any version will do.

Here goes:
Let’s start
with the mask layer:
New Raster – 800 X 800.
Open Paper 6. Open mask and minimize.
SELECTIONS – SELECT ALL – Copy and paste Paper 6 into selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE - CHECKED – from menu, find WSL 116 – OK. Duplicate and merge down.
Let’s do the frame layer now:
New Raster – 800 X 800.
Open Paper 6. Open mask and minimize.
SELECTIONS – SELECT ALL – Copy and paste Paper 6 into selection.
Go to LAYERS – NEW MASK LAYER – FROM IMAGE – SOURCE LUMINANCE - CHECKED – from menu, find WSL 116 – OK. Duplicate and merge down.
Let’s do the frame layer now:
Frame 3 – C/P and re-size 70% and move to upper part of tag.
Grab your magic wand. Click in the middle of element. SELECTIONS – MODIFY – EXPAND 8 PIXELS. New Raster Layer. Move under frame layer. Open Paper 4. Copy and paste into selection. SELECTIONS - SELECT NONE.
Element 23 - C/P and re-size 30%. Move to bottom left corner, over paper layer but under frame layer.

Element 9 - C/P and re-size 15%. Move to bottom left side, over paper layer but under frame layer, beside element 23.

Element 5 - C/P and re-size 10%. Move to bottom left, over paper layer but under frame, but to left of element 9.

Element 45 - C/P and re-size 10%. Move to upper middle of paper layer, under frame layer.

Element 44 - C/P and re-size 15%. Move up and to the right over paper layer, under frame layer, beside element 45. Duplicate and mirror. Move copy down a bit.

Element 3 - C/P and re-size 30%. Move to left a little, over paper but under frame. Duplicate and mirror.

Element 48 - C/P and re-size 30%. Move to bottom left side over paper layer and under frame layer.

Element 34 - C/P and re-size 20%. Move to top left side over paper layer but under frame layer.
(see tag for placement)
Highlight frame layer. Grab magic wand. Click in the middle of frame. C/P the tube and re-size 80%. Move into position.
SELECTIONS - MODIFY - EXPAND 8 PIXELS.
Highlight tube layer - SELECTIONS - INVERT - DELETE. Change BLEND MODE to SCREEN and change the OPACITY to 70%.

Now for some more elements after frame layers:
Grab your magic wand. Click in the middle of element. SELECTIONS – MODIFY – EXPAND 8 PIXELS. New Raster Layer. Move under frame layer. Open Paper 4. Copy and paste into selection. SELECTIONS - SELECT NONE.

Element 45 - C/P and re-size 10%. Move to upper middle of paper layer, under frame layer.

Element 44 - C/P and re-size 15%. Move up and to the right over paper layer, under frame layer, beside element 45. Duplicate and mirror. Move copy down a bit.

Element 3 - C/P and re-size 30%. Move to left a little, over paper but under frame. Duplicate and mirror.

Element 48 - C/P and re-size 30%. Move to bottom left side over paper layer and under frame layer.

Element 34 - C/P and re-size 20%. Move to top left side over paper layer but under frame layer.

Highlight frame layer. Grab magic wand. Click in the middle of frame. C/P the tube and re-size 80%. Move into position.
SELECTIONS - MODIFY - EXPAND 8 PIXELS.
Highlight tube layer - SELECTIONS - INVERT - DELETE. Change BLEND MODE to SCREEN and change the OPACITY to 70%.

Now for some more elements after frame layers:
Element 23 – C/P and move to bottom under frame layer. Duplicate 2 time and move each one down more so that they seem to match and looks like 1 piece.

Element 21– C/P and re-size 40%. Move to bottom right side of frame. Duplicate and mirror.

Element 21– C/P and re-size 40%. Move to bottom right side of frame. Duplicate and mirror.

Element 30 – C/P and re-size 35%. Move to bottom left side of frame over element 21 layer. Duplicate and mirror.

Element 41 – C/P and re-size 60%. Move to far right side of frame layer.

Element 8 - C/P and re-size 60%. Move to far left side of frame layer.

Element 13 – C/P and re-size 40%. Move to bottom middle of frame over element(s) 21 & 30.

Element 4 – C/P and re-size 25%. Move to right side of element 13. Duplicate and mirror.

Element 17 - C/P and re-size 50%. Move to bottom left corner of frame layer.

Element 10 - C/P and re-size 20%. Move to bottom middle in front of element 13.

Element 50 - C/P and re-size 20%. Move to bottom left a little on left side of element 10.

Element 47 - C/P and re-size 40%. Move to bottom left corner of tag.

Element 17 - C/P and re-size 50%. Move to bottom left corner of frame layer.

If you are using the same tube as me, grab it now. C/P and re-size 30%. Move to bottom right side of tag in front of element 17.

Add drop shadow to layers of your
choosing.

Opacity 70
Blur 7
Color Black
Now you can add name
and © information. Save as .png and re-size if you wish.
I re-size before I save and add
name and © info.
